Frantz Pierre-Louis, CPA, EA
Managing Partner
Frantz Pierre-Louis is the Managing Partner of Pierre-Louis and Associates, CPA, PC. Mr. Pierre-Louis holds a license as a certified public accountant from the State of New York. He holds a distinguished certificate from the U.S. Department of the Treasury as an Enrolled Agent (EA), underscoring his commitment to excellence in tax practice and representation. Mr. Pierre-Louis earned a Bachelor’s Degree in Accounting from SUNY Old Westbury in 2010 and a Business Administration Degree from the University of Quebec Montreal, Canada, in 2005.
With a robust background spanning over two decades, Mr. Pierre-Louis specializes in Accounting, Audit, and Taxation. Mr. Pierre-Louis oversees an active practice that includes audit, tax and assurance services. Mr. Pierre-Louis has extensive experience providing tax and accounting services to corporations, not for profits, and estates and trusts. His professional portfolio includes serving as a former tax advisor to the Stony Brook University Graduate Student Government (GSO).
With a comprehensive background in accounting, Mr. Pierre-Louis specializes in advising not-for-profit entities by aiding them in navigating financial complexities and ensuring fiscal responsibility. His skill set includes the design and implementation of robust internal controls and fostering governance structures that enhance organizational efficiency. Through meticulous planning and audit services, Mr. Pierre-Louis contributes to the sustained success of businesses and organizations in various industries including but not limited to the not-for-profit sector, construction, and proprietary schools. Under Mr. Pierre-Louis’ leadership PLA-CPA became MBE Certified in New York State, New York City and Nassau County. In addition, the firm is a member of Employee Benefit Plan Audit Quality Center.
As a dedicated professional, Mr. Pierre-Louis is an active member of organizations such as the American Institute of Certified Public Accountants (AICPA) and the New York State Society of Certified Public Accountants (NYSSCPA). As a CPA his expertise extends beyond traditional financial roles. Mr. Pierre-Louis Serves as CFO to not for profit organizations.
Further, his commitment to community service includes serving as Treasurer on the Board of Directors for Not-for-Profit Organizations. Mr. Pierre-Louis brings a wealth of financial acumen and strategic insight to the organization’s leadership by taking an active role in fundraising for community events and, supporting initiatives that enhance the well-being of local neighborhoods.

Guerdy Leandre, CPAH
Audit Partner
Guerdy Leandre performs assurance engagements for Institutional Donors, mainly European Union (EU) and United Nations (UN). He was a team Leader for a series of Micro-assessments for UNICEF and UNFPA. He manages team of multidisciplinary experts to conduct integrated management consulting assignments and independent external audits activities of the firm.
He coordinates business relationships with institutions ranging from corporate business entities, government agencies, international and non-for-profit organizations. He conducted International Audit mission for the United Nations (UN), European Union (EU), and UNICEF in Latin-America, West Indies, and the Caribbean.
Guerdy Leandre holds a Bachelor Degree in Management and Accounting from The Institut National de Gestion et des Hautes Etudes Internationales-INAGHEI, Haiti. He is a member of The Institute of Internal Auditors (IIA), and Ordres des Comptables Professionnels Agréés d’Haiti (OCPAH)

Jean Mary D. Jeune, CPA
Audit Partner
Jean Mary D. Jeune has two decades of Audit and Tax experience. He is a certified public accountant licensed by the State of New York. Mr. Jeune obtained a Bachelor of Business Administration in Accounting and a minor in industrial psychology from Baruch College, City University of New York, July 2005.
Prior to joining our firm, Jean Mary was a former Auditor at PWC, leading numerous audit engagements of Hedge funds, Private equity, and Mutual funds. He also held various accounting position in the manufacturing industries and other service companies. He is a member of the American Institute of Certified Public Accountants (AICPA) New York State Society of Certified Public Accountants (NYSSCPA)

Marthe M. Desdunes, Esq, EA
Tax Partner
Ms. Desdunes built a career as a litigation and transactional attorney, garnering over twenty years of experience in corporate compliance, regulatory matters, and the development of policies and procedures. She is admitted to practice in New York State and before the bars of the United States District Court of the Eastern District of New York, as well as the United States Tax Court. She holds a certification as an Enrolled Agent by the Internal Revenue Service.
In her current role as the Tax Partner in PLA CPA, Ms. Desdunes is responsible for the day-to-day operations of the tax department, offering strategic advisory services to both businesses and individuals, and plays a pivotal role in growth planning for the Firm. Beyond her focus on tax litigation, her practice includes real estate law and estate planning. Ms. Desdunes also serves as Legal Counsel to Pierre-Louis & Associates CPA, PC.
Previously, Ms. Desdunes worked with the New York State Assembly, where she served as the Chief of Staff for a local Assembly Member, collaborated with state and local governments to provide guidance on matters such as foreclosure, immigration, employment law, and zoning.
As an active member in the community, Ms. Desdunes currently serves as Chairperson of the Board of Directors for a non-profit organization dedicated to providing services to the Nassau and Suffolk County areas. She previously served on the Board of Directors of a private Sickle Cell Foundation, where her efforts were concentrated on raising awareness about sickle cell disease, securing research funding, and participating in fundraising initiatives for scholarship funds benefiting college students with sickle cell disease. Ms. Desdunes is an active member of Theta Iota Omega Chapter, Alpha Kappa Alpha Sorority, Inc. She has been a member of the organization for more than three decades.
Ms. Desdunes is an alumna of St. John’s University, holding a B.A., and the Jacob D. Fuchsberg Law Center, where she earned her J.D.

Gulen Gultepe-Arfin
Auditor
Gulen Gultepe-Arfin is a multifaceted service-driven professional with over eight years of experience in the airline industry. She demonstrated ability to drive organizational profit and productivity with innovative business strategy, customer service and leadership skills. She works productively under-pressure with a transferable skill set in client interfacing, cross-functional collaboration and project-management.
Gulen has a Certificate in Accounting from Cornell University. She has a Master of Science in Engineering from Black Sea Technical University in Turkey, Ph.D. Scientific Research in Engineering Karlsruhe, Germany, 2 ½ years completed. Gulen is a member of Institute of Internal Auditors (IIA)

David L. Grant, EA
Senior Auditor
David L. Grant received his BBA in accounting from Baruch College, City University of New York in 2005. He is an experienced Claims Auditor adept in advising Board of Education members and school districts regarding Board Purchasing Policies in full compliance with the Generally Accepted Auditing Standards and US GAO Governmental Auditing Standards.
Mr. Grant’s auditing experience also includes assessing internal controls of an organization, performing internal audits, and approving disbursements in conformity with established policies. Also, he has performed certified audits on various SEC commercial engagements.

Mardochee Destin

Mardochee Destin is a dedicated and forward-thinking professional who has been an integral part of our firm since 2020. He currently pursuing a bachelor’s degree in science with a focus on accounting at the State University of New York Old Westbury, Mardoche is driven by a passion for financial expertise and a commitment to excellence in his field.
With a keen interest in tax regulations and financial intricacies, Mardoche has found his niche in our firm’s tax department. His analytical skills and attention to detail have made him an asset in navigating the complexities of tax-related matters. Mardoche’s ability to grasp and interpret intricate tax codes showcases his commitment to staying abreast of the latest industry developments.
Djems Destin
Compliance Associate
Before joining the Firm, Djems Destin worked for various Non- government organizations (NGO) as Procurement and contract coordinator. He serves as liaison between Implementing partner and USAID, Global Funds and other Donor-funded project. He holds a Bachelor degree in Accounting from Centre Universitaire Maurice Laroche, Haiti in 2004.

Dear Friend,
I hope you’ll forgive me for being blunt.
I am Frantz Pierre-Louis, I’m a CPA, EA and realize that you may not be used to seeing a tax professional talk like this. It’s not my intention to offend (I’m actually being very careful with my words–I am a tax professional, after all).
But I think you’ll agree that the times we’re currently facing require a little straight talk.
Here’s a certain truth: the State and Federal Government would love to have more of your hard-earned money in their accounts. Sure, even though it’s painful, none of us begrudge paying our legal and fair share of taxes. But the problem is that regular taxpayers, like you, are missing out on legal and safe deductions, to the tune of hundreds of millions of dollars in unclaimed refunds every year!
As a tax professional, it truly breaks my heart, knowing that just a few thousand, or even a few hundred bucks for us “regular guys” out of that vast pool of overcharging could make a world of difference–and they are just sitting there, unclaimed! And with the economy we’re facing now…it’s essential that the “right” professional handles your taxes and other financial matters.
You see, all tax professionals are not the same. From the “discount” chains (notice the quotes) to classic accounting firms, most fly through tax season in a disorganized mess–bleary-eyed and hopped-up on caffeine. It’s no wonder that they treat you like a number and lapse into excuses and tax-talk. (I told you that I would be blunt.)
